There is no forbidden list here, only the kitchen moves that lower glycaemic load. The same ingredient, cooked differently and eaten alongside something else, produces a completely different blood sugar response.

Glycaemic index measures speed; glycaemic load measures the real effect once portion is included. The kitchen levers are well established: keeping pasta al dente, cooling rice and potato so resistant starch forms, and adding fat, protein, fibre or acid to the meal. Vinegar and lemon lower the response by slowing gastric emptying.
These are not banned, they are the ones to portion carefully. Protein, fat and fibre alongside them visibly flatten the curve.
